ASIA'S FIRST ISO 17020 ACCREDITED  INDEPENDENT  THIRD PARTY  INSPECTION BODY

1. INSPECTION

The Export Promotion and Quality Assurance Division of the Textiles Committee is the  First Accredited Inspection Body in Asia under ISO 17020 (Type "A" Inspection Body). ISO 17020 standard specifies general criterion for the competence of impartial bodies performing inspection.  It also specifies independence criteria of inspection bodies.  Implementation of this standard gives international recognition to the organization in relation to the inspection activity. Textiles Committee has more than four decades of experience in carrying out inspections of textiles and clothing. The quality inspection schemes for yarn, Woven textile fabrics, Made-ups articles and Ready-made Garments have been developed on the basis of requirements in national and international standards by way of defining the flaws, sampling plan, inspection methodology, acceptance criteria, sealing stamping, etc. These scheme aim at providing the textile trade and industry a customer friendly third party inspection of their products. The interested manufacturers/exporters/importers/traders can avail the inspection services on commercial basis.

     Application Forms can be downloaded and submitted to the nearest regional office of the Committee.

2.     Advice on classification of Textiles & Clothing   as per HS, HTSUS, CNN & ITC(HS). (Charges - Rs. 500/- per item + applicable Service Tax)

3.   Endorsement of Form-A certificate of origin  under schemes of Generalized System of Preferences (GSP) to facilitate importers for availing of  preferential tariff treatment of their products at the time of import into the tariff preference giving countries.  It is our commitment to issue the certificate within two hours of submission.  (Charges - Endorsement Rs.150/- per certificate (4 copies)  & blank certificate- Rs.30/-per set).

4.     Endorsement of certificate of origin (Non-Preferential) for consignment meant for export as proof of country of origin of the goods     (Charges - Endorsement Rs. 50/- per certificate (4 copies) & blank certificate - Rs.5/-per set).  For details to issuance of certificate of origin (Non-Preferential)  Click here

5.      Handloom Certificate/ Exempt Certificate for handloom fabrics meant for the countries having bilateral agreement with India to facilitate duty free entry. (Charges - Endorsement Rs. 150/- per certificate + applicable Service Tax & blank certificate -  Rs.30/- per set).

6.      Monitoring of quota for the import of Apparel Articles from Sri Lanka on preferential Tariff Rate under Indo- Sri Lanka Free Trade Agreement (ISLFTA). (Charges - Rs.150/- per certificate)

7.          Monitoring of quota for the import of Acrylic yarn from Nepal into India under Indo- Nepal Treaty of Trade Agreement. (Charges -Rs.200/- per tonne)

8.  Monitoring of quota for the import of Apparel Articles from Bangladesh on preferential Tariff Rate under Indo- Bangladesh Free Trade Agreement (SAFTA). (Charges -Rs.150/- per certificate)

9.         Training for industry personnel in assessment of quality of fabrics made-ups and ready-made garment; Generalized system of Preferences (GSP) and rules of Origin; and Harmonized Commodity   Description and Coding System (HS).  The training programmes are devised for 1-3 days. (Charges- Rs. 500/- per participant per day)

REGISTRATION OF EXPORTERS

The exporters are required to get registered with the Textiles Committee in order to avail some of the services. The registration is valid for a period of one year and thereafter annually renewable.

SURVEYS AND STUDIES

Conducts surveys and studies relating to textile trade & industry. Some of the surveys/studies conducted are:

2.                  Survey on the quality level of Manmade Powerloom Fabrics in Surat .

3.                  Survey on the quality level of Powerloom Fabrics in Ichalkaranji.
